If every society on the planet is a varying level of “rape culture”, then maybe it isn’t rape culture at all. Maybe it’s humanity.

The number of rapes will never reduce to 0. Even if you induced a police state; installing cameras on every part of the street as well as inside everybody’s bedrooms, there would still be rape.

What can we do? Educate people the best we can, and increase police funding and police presence.

1% of the population are psychopaths. Others are extreme narcissists. You will never get men to stop raping (especially by yelling at the majority that has never and will never rape). We can only lower the numbers as best we can, without turning into a surveillance state.
