Realistically, the only way to completely solve this problem would be to live in a police state, where our CCTV cameras use facial recognition software to identify perpetrators.

We would need cameras covering every single section of society so that every single area was watched and any form of face covering would need to be hidden.

In fact, we would even need cameras inside people's bedrooms.

This is the only possible method of 100% solving this problem.

Male violence and intimidation against women happens in every single country on the planet, and there has never been a modern society where it doesn't occur.

We can do our best to improve the situation but it will never be solved entirely. So just be thankful that you live in a country where it's rarer.
