Then why not say "Reform the police". Why was it "Defund"? It never made any sense.

Defunding the police is a good example. Many of its proponents did not literally mean defund ALL police departments in the United States. They simply wanted necessary reforms following the George Floyd murder in 2020. But the rhetoric was inflamed.
