Sex crimes are staged by intelligence agencies (like the CIA) to target people they don't like all the time. These kinds of games are being played at the higher levels of society.

Staging a sex crime against someone is the perfect way to destroy their reputation in the eyes of the public, and it doesn't require any actual proof for the reputational damage to be done.
